DOST-Batangas, DigiPlus Foundation eye partnership to expand STARBOOKS access in the province

BATANGAS CITY, Batangas (PIA) — The Department of Science and Technology (DOST)-Batangas and DigiPlus Foundation Inc. have discussed a potential partnership aimed at expanding access to science, technology, and innovation learning resources across the province through the distribution of Science and Technology Academic and Research-Based Openly Operated Kiosk (STARBOOKS) units.
During a meeting held on June 11, 2026, representatives from both organizations explored possible collaboration initiatives, including the sponsorship and deployment of STARBOOKS units in schools and communities throughout Batangas.
STARBOOKS, the country’s first digital library, provides offline access to thousands of science and technology resources, making it particularly beneficial for areas with limited or unreliable internet connectivity.
The initiative seeks to improve access to quality educational materials, especially in schools and communities where internet services remain inadequate.
According to Neil Don Orillaneda, Senior Program Manager for Education and Livelihood of DigiPlus Foundation, supporting education-focused initiatives, particularly those that promote digital learning and community development, is among the foundation’s key priorities.
Meanwhile, DOST-Batangas highlighted STARBOOKS as an effective platform for enhancing public access to science and technology information.
The program operates as a standalone system that does not require an internet connection and is designed using computer “pods,” making it ideal for remote and geographically isolated communities.
STARBOOKS also offers an extensive collection of digitized resources, including books, journals, theses, research papers, and interactive materials such as “Tamang DOSTkarte” livelihood videos and interactive mathematics and science games that help enrich learners’ knowledge and entrepreneurial skills.
