The Department of Science and Technology Regional Office VII (DOST Central Visayas) was recognized as a STARBOOKS Circle of Collaborators (Partner) during the STARBOOKS 15th Anniversary Celebration held on June 24, 2026, at the Acacia Hotel Alabang, City of Muntinlupa.

The award recognizes the agency's valuable partnership with the DOST–Science and Technology Information Institute (DOST-STII) in advancing science communication and expanding public access to science, technology, and innovation through the STARBOOKS program.

STARBOOKS (Science and Technology Academic and Research-Based Openly Operated KioskS) is the country's first digital science library, providing offline access to thousands of science, technology, engineering, and mathematics (STEM) resources, research publications, and educational multimedia materials, particularly in areas with limited or no internet connectivity.

In Central Visayas, DOST integrates STARBOOKS into its Community Empowerment through Science and Technology (CEST) program by establishing digital knowledge hubs in underserved communities to improve access to science-based learning and livelihood information.

The technology is likewise deployed under the Smart and Sustainable Communities Program (SSCP) to support digital learning, evidence-based governance, and innovation-driven local development by providing communities and local government units with accessible science and technology knowledge resources.
