Binangonan, Rizal — Championing digital literacy and accessible science education, the Department of Science and Technology (DOST), through its Provincial Science and Technology Office (PSTO) Rizal, officially equipped the Binangonan Municipal E-Library with STARBOOKS on February 23. This milestone makes Binangonan the first municipality in the province to integrate the DOST-developed digital library into its local e-library system.

The deployment was formalized through a ceremonial Memorandum of Agreement (MOA) signing at the Sangguniang Bayan Conference Room, attended by Municipal Mayor Ma. Elvira Cecille R. Ynares, Municipal Vice Mayor Russel Guiller C. Ynares, and members of the Sangguniang Bayan. During the event, Ms. Una Grace M. Dollete, OIC-Provincial S&T Director of PSTO Rizal, presented DOST’s flagship programs and services tailored as strategic S&T interventions for local government units (LGU).

Following the ceremony, a technical orientation was conducted at the Municipal E-Library for administrators and patrons. Ms. Arthea Marie M. Genova, Project Technical Aide IV and Alternate Provincial STARBOOKS Focal, served as the resource person, providing an in-depth overview of the system’s features and its status as a National Priority Plan (NPP) initiative for both the academe and LGUs.

Participants were guided through offline navigation and account registration to ensure efficient usage monitoring. To further enhance accessibility, an in-house router was installed, allowing library-goers to access the vast STARBOOKS database directly via their mobile devices.

STARBOOKS, a flagship project of the DOST-Science and Technology Information Institute (STII), serves as a one-stop information portal that provides students and researchers with a wealth of S&T resources even without an internet connection. By bringing this technology to the Binangonan Municipal E-Library, the DOST and the LGU aim to foster a culture of scientific exploration and a lifelong love for learning among the Binangonan community.
