A significant development for digital education in Samar took place today, June 18, 2025 , with the Memorandum of Agreement (MOA) signing for STARBOOKS, held at Redaja Hall in Catbalogan City. This initiative aims to revolutionize access to science and technology information, cultivate a passion for learning, and equip students with essential knowledge and skills for the future.

STARBOOKS, or the Science and Technology Academic and Research-Based Openly Operated KioskS, is an innovative "library in a box" digital learning platform from DOST-STII. It offers thousands of science and technology resources, notably accessible offline, making it vital for schools with limited or no internet.

The installation of STARBOOKS was a concerted effort, spearheaded by DOST-STII and DOST VIII, in close collaboration with PSTO Samar. This partnership enabled teachers from various Samar schools to access this rich digital library directly through their DepEd-provided laptops.

“We believe that a country where everyone understands science and technology is a strong country. We know that good education is the key to a bright future, and we are committed to working hand-in-hand with DepEd to make that future a reality,” DOST VIII Regional Director Dr. John Glenn D. Ocaña stated.

DepEd Schools Division of Samar Superintendent Dr. Moises D. Labian, CESO VI, expressed his profound gratitude to DOST VIII for their commitment to the region's educational advancement. He further implored the teachers present to embrace a strong sense of ownership and diligently maintain the STARBOOKS units, ensuring their long-term benefit for generations of students in Samar.

The MOA signing saw the presence of vital officials, with Dr. Ocaña and Dr. Labian joined by Chief, Curriculum Implementation Division Dr. Goendo A. Carido. Attendees also include DepEd Samar Division and PSTO Samar Key Officials.
