In a collaborative effort to enhance the learning competencies of children with special needs in Odiongan, the DOST-MIMAROPA through its PSTO-Romblon, partnered with the DOST-Science and Technology Information Institute (DOST-STII) and BPI Foundation Inc. to extend e-learning materials and STARBOOKS, a proudly Filipino-made digital library that can be used offline and online.

The beneficiary schools include Odiongan North Central Elementary School (ONCES), Odiongan South Elementary School (OSCES), and Odiongan National High School (ONHS). As part of the initiative, the BPI Foundation Inc. funded the provision of three (3) computer tablets, one (1) 50-inch Smart TV, and one (1) Wi-Fi router to each school in support to its Special Needs Education (SNED) curriculum. Additionally, all grade school students were provided with school supplies to aid their learning journey.

This initiative supplemented the previous assistance provided by DOST-MIMAROPA PSTO-Romblon to the same schools, which included the distribution of three (3) computer tablets and three (3) Wi-Fi routers to access STARBOOKS.
